This edition focuses heavily on post-carceral issues, particularly employment and vocational training.  Alternatives to incarceration, such as probation, is also a recurring topic.  The Lodestar urges Canada to follow the American example by implementing a bonding program for ex-convicts, fostering partnerships between industries and prisons, and allowing prisoners to work in the community while incarcerated.  The history of custodial prisons and the new legal aid plan can also be found in this edition.
